Does "The radiation is isotropic to roughly one part in 100,000" mean "The radiation is from being isotropic to roughly one part in 100,000"?

Context:

9 year WMAP image of the cosmic microwave background radiation (2012).[73][74] The radiation is isotropic to roughly one part in 100,000.[75]

The radiation has the same intensity in all directions, to within an accuracy of 1 part in 100,000.
