OK A female catches a male employee looking at her.As she is talking to another worker he is standing near them checking out the one sitting.She happened to get up to ask him something and as soon as she turned she noticed he had been looking at her.
About an hour later he comes back passed her with coffee but fast enough she couldn't even speak.She figures let's strike a conversation. She sends him an email about music and the only reply she got was. WOW.

She's overthinking things and he was just looking because, you know, people look at each other and it's not necessarily for any reason other than that they are staring into space and the other person just so happens to be in that direction.

No he was looking back where she was he was staring at her no wall,not space but her ugh he got caught looking.

Does said female have a romantic interest in this male employee?

If yes, then she should continue to flirt with him. If no, then this female should ignore it (unless it is extreme to the point of being obnoxious).

Maybe she glared at him when she caught him looking...resulting in him trying to avoid her by walking past him really quickly...so when she sends an unsolicited message to him, he thinks, WTF?

Really, from the given information, it's all guesswork.

- how do you know exactly how it happened that you can keep adding detail (even if you were there, you are likely to miss a quickly frown / glare / otherwise from one of the parties, because we can't look in two directions at once)?

- why does it mean so much to you? (if it occurred to you, just say so)

It's an interaction at work. Lots of unusual interactions occur.

So what did this person do when someone was staring at her?
Smile (to indicate that she is approachable?
Wave? (to draw him over to her?)
Stare back? (to indicate interest or ask "Whaaaaaat?)
Laugh? (to indicate she is excited?)
Turn away (to let him know he's disgusting and don't bother?)

Instead she sent him a email?
Wow.

Uh yes about music but right after smile she says to him she saw him driving on way workHe goes on about how the car he has wos beat up one.new car in shop

How did he/she have an e-mail address if there was no connection before? He could have been thinking "Why don't you stop running your mouth & get on with your work"? Who knows?

Work emails are often used to communicate around the office, there's normally a directory. It's not at all unusual to talk to a work colleague via email, normally about work though.
