Who are DUMBER? Misters of stupidity?
What does "getting lawyers" mean?
Context:
The question is "Are lawyers getting dumber?" but for humorous effect the words are in the wrong order, like a "dumb" person might write them. Note: the use of "dumb" to mean "stupid" is mainly confined to North America; elsewhere "dumb" mostly means "unable to speak".

So it says that lawyers are degenerating?
It is about a recent decline in the pass rate for students taking a law examination.
