No. It refers to "a particular part of the range" meaning of register . A good psudonym for "closer register" would be a "better focus" or "clearer picture" .

1 in 5 people are mentally ill . That figure is probably greater on the internet . It is nothing to worry about . It has its funny moments though..I posted a cartoon and two pages later in the exact same thread someone else posted it . I got marked down two and they got marked up three !!

Closer
to proper alignment is the correct definition.
To become aligned with the world would seem to be what the author is saying. It is not simply a case of having it in focus. Without seeing the entire context, the author may be using register as some sort of psychobabble but he is certainly talking about alignment.
