Context:

Wood was in private practice in San Antonio from 1938 to 1970 with the law firm Beckmann, Stanard & Olson, except from 1944 to 1945, when he served as an ensign in the Navy during World War II. Wood was in the Naval Reserve from 1945 to 1954.

Wood was nominated by President Richard Nixon on October 7, 1970, to the United States District Court for the Western District of Texas to a new seat created by 84 Stat. 294. Confirmed by the Senate on November 25, 1970, he received commission on December 1, 1970.

This is applicable only to the USA .

As a statute (Statutory Law), it is an Act of Congress . Volumes 1 through 18, which have all the statutes passed from 1789 to 1875, have the format :
84 Stat. 294 which means Statute 84 , Page 294 .

Since 1957, Acts of Congress related to the general public have a new format .
For example : The Global Anti-Semitism Review Act of 2004 of October 16, 2004, Pub.L. 108–332, 118 Stat. 1282,
Pub.L. means Public Law as opposed to Private Law
108–332 means it was the 108th Congress, and the 332nd Act of Congress (Statute)
118 Stat. 1282 means Volume 118, starting at page 1282 .
