Sorry, It's not that. Is it even a word?
I only know "preemptive" which has the similar (but less negative) definition to what I mean, but I doubt if that can be applied to a person.

You missed the point. This is humor. These ARE intended to be made up words.

All of the possibilities we could think of have been provided plus suggestions have been offered for all of the sites that offer synonyms.
