This study didn't say how it could be achieved or what it would cost, other than "billions". It seemed to only base this "theory" on the weather patterns and nothing else. Sure, it's sunny but how do you collect the sunlight? Mandated solar panels on people's houses and businesses? Where do they propose to setup the wind and solar farms and who is going to pay for it? So much lacking in this study about sun and wind patterns.
