No, both numbers already include subsidies.
The issue is just that deregulation of an insurance market means that higher risk will command a higher premium.
Under the AHCA, health insurance premiums for a 64 year old with an annual income of $26,500 would have been $19,500. They would receive a $4,900 tax credit, and would be left with a net annual price tag of $14,600 for their health insurance - leaving them $12,100 to live the good life!
