Not the issue. If you lobby on behalf of a foreign government, which is perfectly legal, you MUST register as a foreign agent. Doesn't mean you're not a citizen anymore or anything, but you must let the government know you are hired on behalf of a foreign government. There are lobbying rules such people must follow, hence the need for registration. Manafort was working for this government and tried to be sneaky and get away with not registering. Strike one.
The next strike, though it is legal, is that the government Manafort was lobbying for was a Russian puppet. Russia has been our traditional enemy since the end of WWII. Our whole foreign policy has been to contain Russia from taking over other European countries for over half a century. Combine that with Trump's insane hints that maybe the US will withdraw from NATO-Russia's fondest wish-which will allow Putin to pressure other Eastern European countries under threat of Russian invasion to become vassal states to Moscow again. The USA and NATO won the Cold War, Trump wants to hand victory from the USA to Putin, and Trump's campaign manager was working for a government that was largely controlled by Putin.
