I gave up my New Yorker membership months ago. Does anybody know if you still can 1. submit captions to the official page? 2. officially vote up/down on other people's submissions?

You're missing a stage. There's an intermediary step you're missing. You can vote to help wean down the thousands of submissions. I used to do it regularly to see if I could upvote my own submission.
