FDA proposes regulation of electronic cigarettes

Agency also intends to extend authority to other tobacco products, including cigars and hookahs.

yes.

it reads like a headline, but it would be more grammaticly correct to say "The agency also..."

Hookahs sound old-fashioned.
Is it still in use in the USA?
