How many new options in latest version of Wordpress?

It's truly impossible to say, unless you can find someone who works for Wordpress, and even then they won't necessarily tell you. There are options for themes, apps, widgets, and plugins, and this doesn't get into all the customization you can do, before you blog a word.

Why not go to WordPress press release of their latest version? There may be an answer there.

FWIW, as I just looked it up through Google, and was referred to WordPress link. The latest is a Ver 3.9 beta 2 (test version with an evolving changing code): http://wordpress.org/news/2014/03/wordpress-3-9-beta-2/

However, the latest full non-experimental version would be Ver. 3.8.1, which is the latest stable release. Here's the link:
