The idea behind this phrase is "turn the fan down," which leads to the idea of "turning the fan [down] to the lowest level."

It's more of a spoken phrase than a written one.

Lowest level makes me think the fan is a 3 level fan: high, medium, low.

ESL isn't meant to let teachers determine the things teacherswant to say, Parados. Students want to discover how they can express their own thoughts, how they can turn those thoughts into speech.
