-Don't turn the fan to the lowest level when you don't use it. Turn it off.

When we want to say we make the fan produce the most powerless wind it is capable of giving, is that natural English?

When not using the fan, turn it off.

Why would someone need to turn it to the lowest level if they don't use it? Don't give them the option since they may not have thought of it on their own.
