Gotta go with Team Obama on this one, Boehner wants to do it but he cant herd enough cats in the right direction to get R done. He is after all a very weak leader.

If the house went to a vote on the question he would be able to get a coalition democrats and republicans to pass it. No balls like most of legislative government.

If he violated the Hasterd Rule on this he would be deposed. Boehner likes being Speaker too much to do that.

It beats me why he would like being such a useless speaker with no visible power behind the position in his case. Does he just like sitting behind the President on the State of the Union address?
Be cause while he doesn't know what Americans want, he does have a thumb on the pulse the TeaBillies.
Because he's an under-spoken fellow?
