Does it mean "another citizen lol, America"?
If so, why has he deliberately written like this?

At least he was severely beaten before he could be caused harm by the road, well done police on protecting another citizen lool, 'Merica

I imagine the person was trying to type lol instead of lool.

'merica would be a humorous way to shorten america.

Here's a famous song by John Mellencamp "Jack and Diane"

There's 2 lines in the song where he says "mercian" instead of american....

Little ditty, 'bout Jack and Diane, two 'merican kids growin up in the heartland.

later...

2 'merican kids doing the best they can.

I really like this song. It was written in 1982 and is, I think, a pretty good representation of teenagers in real life.

I love the line "hold on to 16 as long as you can. changes come around real soon make us women and men."
