And does " sheer quality" mean "pure quality"?
Context:
At the same time, there continues to be a residue of citizens still committed to nation-building. We just interviewed a group of candidates for Harvard fellowships and were very struck by their sheer quality, by their orientation toward the public good, by their commitment to really trying to make a better world. They seem alienated from the political process, but nonetheless are very public-spirited.

@oristarA,
A residue of citizens imply that at one time a greater percents have those characteristics in the population but there still an existing group of citizens with those characteristics.
Sheer quality mean having a great deal of some characteristics in this regard but does not imply in my opinion that those characteristics are the only characteristics that those citizens have, so pure quality would not be the same meaning.
