Does "Kuhn explained normal science as slowly accumulating detail in accord with established broad theory" mean "Kuhn explained normal science as that it (the normal science) is slowly accumulating details that support established broad theory"?

Context:

Normal Science is a concept originated by Thomas Samuel Kuhn and elaborated in The Structure of Scientific Revolutions.[1] The term refers to the regular work of scientists experimenting within a settled paradigm or explanatory framework.[2] Regarding science as puzzle-solving, [3] Kuhn explained normal science as slowly accumulating detail in accord with established broad theory, without questioning or challenging the underlying assumptions of that theory.

Not necessarily--it just means broadly in agreement with established theory. That, of course, means in those cases in which the accumulation of data doesn't falsify established theory. Broadly in agreement means in the essential outline, because Kuhn is describing how detail is matched to the theoretical outline.
