A hogshead is a barrel in which spiritous liquor is kept, and equals 120 gllons imperial or 145 gallons U.S. To clip means to embrace. I can't help you with the rest of that nonsense. I suspect Joyce was taking the piss of outmoded English words.

However, people tried decoding the verses already:
