Well, didn't it?
Talking didn't work in North Korea.
Bombing was never tried.
But when faced with a choice between "the collapse of the NPT" and "harsh sanctions on North Korea", Russia and China opted to allow sanctions to go forward.
It remains to be seen whether talking will work with Iran.
Unlike with North Korea, if talking fails with Iran, bombing likely
will be tried (if NATO doesn't do it, Israel will).
If both talking and bombing fails, there will be harsh sanctions on Iran just as with North Korea. Russia and China will still prefer that the NPT continue to remain in effect.
