Dear English teachers,
I can’t understand a sentence and I hope that you can explain it to me in simple English. The confusing sentence is ' A mere uncommunicated change of mind has no effect'. Many thanks in advance.

Withdrawal of offer
This takes effect when it is brought to the notice of the offeree. A mere uncommunicated change of mind has no effect.

If the person who made an offer wishes to withdraw it, then they have to tell the recipient of the offer. If the person who made the offer changes their mind without telling the recipient, then the offer still stands.
