It means the selection of the winning numbers. In old fashioned lotteries, paper slips containing all the possible winning numbers were placed in a receptacle, such as a box, a device called "tombola", or even a hat, and the required number of winning number slips drawn out by someone. Hence the name "draw". Of course in many cases these days mechanical or electronic methods are used but the word remains in use.
