If someone "looks" angry it means that you see that with your eyes. She looks angry, there is a frown on her face, her face is red, she is shaking her fist etc. Other verbs of sense used like this include sound, feel, smell, taste.
Seems can be more general and applicable to more than one sense, or to an overall impression. She seemed angry when I spoke to her - her face was red and she was frowning, (sight) her voice was loud (hearing) and she banged the table (inference from action).
