If staff refers to "the body of teachers and administrators at a school," then it includes faculty, which refers to "the body of teachers and administrators at a school" as well.

Context:
Diversity: A Cornerstone of Excellence
As reflected in Harvard Medical School’s mission statement, building a diverse and inclusive group of leaders, faculty, staff and students, on the Quad and within the community of affiliated hospitals and institutions, is of paramount importance to our common mission: to advance health through teaching, research and service. To foster innovation, and to build and bring about fresh, creative solutions that address the health needs of a pluralistic society, we must ensure that intellectually challenging problems are thoroughly examined through vigorous debate by individuals who together reflect the broadest possible range of experiences and perspectives.

@oristarA,
Staff and faculty means the same as staff and teachers. At college level, teachers come with various titles: Professor, Associate Professor, and who knows how many more. The don't like being called teachers, as teachers usually teach kindergarten and grades 1 -12. Of course, those titles apply to the US. Expect UK to be different. Of course, if you want one word to cover all, it is probably employees.

Leaders can probably be anyone. Staff is made up of what you might call the worker bees. That is, they carry out office, maintenance, janitorial functions, and so forth.

Was there an answer to your question in there, somewhere?

You didn't give the date of this publication, so I'll assume it's 2013. Coming from Harvard this is a joke. I can remember when the Harvard faculty had one bathroom reserved for them, and based on the use of male urinals, it was to be used by males. So how were female professors supposed to use male urinals.

Harvard and other academic institutions come out with statements such as the above when they fear a lawsuit coming down the pike. Women, in general have a very tough time gaining tenure at Harvard. There are exceptions however...Can you guess what they may be?

So much for diversity...
