Our new dog doesn't pee!?

This week we welcomed a new dog into our home. Our new family member is a 2yo keeshond who was raised in a breeder's kennel - thus she needs to be potty trained.

Here's the problem - She'll drink a lot (typical of the breed) and we'll take her out every 30 mins, hoping she'll "go" in the bushes and we can then reward her...but alas, nothing. Few hours later, nothing. Almost a whole day - finally a pee, no poo. Next day, nothing. nothing. nothing. the entire day. We've tried hour long walks on the beach, bringing her to spots where another dog has peed, etc. Nothing works, and no amount of time outside will get her to go.

So far in 4 days she has peed and pooed 3 times total. So she's barely going to the bathroom in both cases. Is this just nerves? New home?
