Does pap here mean worthless or oversimplified ideas?

Context:
A final concern is that in seeking the wisdom of crowds, we will end up governed by the madness of mobs. Will a crowdsourced scholarship be dominated by provocative pap that fills without nourishing?

@oristarA,
Pap is another name for pablum or mush, food you'd feed a baby. In this case it mean both the food and a useless idea. What that has to do with a crowd sourced scholarship is beyond me.

@Ceili,
I think the article allows for the possibility that this crowd sourced substitute for more conventional peer review will be less rigorous, even though the sources might be the same individuals.

I'm hoping my opinion addresses oristar's follow up question.
