No, not really--take into account means to give consideration to something before making a decision. If he had not loaned you any money, he could hardly take "the loan" into account. He might take into account your request for a loan, but that wouldn't make much sense either. The decision he has to make is whether or not to loan you money. The fact that you asked for the loan is not likely to be something which would sway his decision one way or the other. Some things which may well affect his decision are how well you handle money, how well you attend to your studies, whether or not he thinks you need more education. Are you getting what i'm saying?
