It means that not only was he doing his crazy dance, it did it wearing a blonde wig. It's a way of describing an action a person thinks is bizarre or weird and then adding a detail you forgot by saying " in a pink beaded cocktail dress no less". However, in a blonde wig no less, is the way of completing the vision in the phrase you used. It's not uncommon to hear it said.

Blonde hair, with all due respect, stereotypically can mean dumb. So Casey is dancing on Youtube, acting like an idiot, and the icing on the cake is he is wearing a blond wig proving the adage...
