In the last paragraph, what does "shot birds at" mean? Laugh at?

In the most common usage, it is an obscene gesture, involving a closed fist with the middle finger extended. I'm fairly sure that is what is meant here. Most cultures have something similar.
This kind of inappropriate behavior is somewhat common with some mental disorders.
I agree with Roger, if the source is American--it wouldn't make sense any other way.
