The general rule of thumb is that 9 pm is time to get quieter and around midnight onward is for sleeping... So around that time bracket til the dawn, any noise or socialising of irritation to those indoors and perhaps asleep is termed 'uncivilised'.

Of course it tapers from not uncivilised to completely uncivilised depending on observer, differently from assorted acceptable start points.

Some people have a body clock trained not to be in the normal range, over many years. They often end up with a social stigma through occasionally making an excessive noise in 'their daytime'. It can happen through drugs or drink or night shift work, sometimes even medical conditions or criminality, it is not always easy to remember you are different.

My answer wasn't frivolous.

It's a prime example of what uncivilized, or not keeping regular hours, looks like.

A picture worth a thousand words and all that.
