One only need look at the city of Detroit to see there is SOME merit in what the OP has posted. Coleman Young, Kwame Kilpartick and his mother, the entire city council , John Conyers and his crazy wife, Monica are just a few who repeatedly got re-elected.

That's just the nature of politics, we've got plenty of 'safe seats' over here, that will always vote Labour or Tory. Unless the incumbant retires, dies or is so catastrophically terrible that their party deselects them, they'll keep getting reelected
