in this case it refers to James Bond, so it would be double-oh seven...

In Britain, a zero in a non-quantity such as phone or serial number is often pronounced as 'oh' and an alternative pronunciation would be "oh oh seven". It is thus pronounced in the famous reggae song called "007 (Shanty Town)" by Desmond Dekker.

an' now rudeboys 'ave a wail

I remember seeing a pachinko parlour in Japan years ago called 'WO7' - in huge neon lights. Close enough.

It's Jamaican "patois" - a kind of creole language. Rudeboys are street gang members.

dem = damn?
shanty town = slum? (but James Bond is often appearing in luxury places)

bomb up de town = bomb up a damned town?

Plus, the logic of "rudeboys cannot fail, 'cause them must get bail" is confusing. Because if one can get bail (free from jail on the condition of money guaranteed), the one can fail (no need to worry to be trapped in jail without the possibility of release).

desmond =? Desmond Dekkar is a ska/reggae singer/songwriter.
dekker =?
dem = damn? them
shanty town = slum? yes
(but James Bond is often appearing in luxury places) That is beside the point. OO7 or Bond has tendencies for blowing things up. So these boys go out on the town and cause some trouble. They don't necessarily wreck the place but they're bad, bad boys... And the singer admires them, or not, regardless, they're notorious in his part of the world.

He's exaggerating, a song is rarely completely true, think artistic license...
