Your dog is expressing submission. If your dog does it obsessively, it might mean your dog is nervous, uncertain how you feel about him or her. Try to give your dog more affection on a regular basis. Rubbing the neck behind the ears leaves your scent on the dog's neck and reassures the dog. Rubbing your dogs ears, gently, also reassures the dog and the dog likes the feeling. They also enjoy having the belly rubbed.
