Context:

WEST MIAMI, Florida -- It's not yet 7 a.m. when Marco Rubio pads out the front door and down the driveway in workout shorts and a T-shirt, looking for the Saturday morning newspapers. He's already made coffee and exercised, taking advantage of the quiet before the kids wake up, tumble down the stairs and take over.

pads out = walks out

take over = dominates the activity (sort of like an invasion)

Yes... with an additional connotation of being in bare feet, or maybe wearing socks. (Not shoes that would make a harsher noise.)

"Take over" refers to the kids. They will take control of the situation, basically (be loud, require attention, etc.)
