I am a bit confused. So is is correct to say "Please submit the homework on Friday at the latest' or just say "Please submit the homework by Friday."?
Sorry for being confused..
What I was relaying was that this sounds like speech and we often don't plan every remark ahead of time. When these things happen and they do, often, there are simple adjustments made.
So again, 'correct' is a bad choice of words to describe this. Imagine the speaker thinking that the homework be in by Friday, and that that person is going to be there only Friday, so the "prof" says,
"Please submit the homework on Friday,... [thinks to him/herself,
Oh I'm not gonna be here but my secretary can accept the homework assignment] at the latest".
