Why Can't America get needed Crude Refinery Capacity Built?

We have not built a major crude oil refinery in something like 30 years, now I see that lack of refinery and transport capacity makes the strategic reserves difficult to use

In the same article I see that Sunnco has promised to shut down a major refinery in a few months if no one will buy it from them.

WTF is going on? Gas price spikes are routinely blamed on refinery capacity problems, and we have been reading for over 10 years about how there is about zero excess capacity so any problem at any refinery is likely to spike the price of fuel for all Americans.

This is a well known long developing major problem that costs us a great deal of money. So why cant we Americans get this problem fixed?
