And, does "concession" here mean "the act of conceding or yielding"?

no, it refers back to "the great conflict" and the actions taken to prosecute it, whatever they were (unstated in the quote).
Concession I think refers mor to magnanimity and willingness to accomodate other viewpoints.
This is written in a really old style of rhetoric, sounds like it's way more than a century old.
Oh, okay, 1853. Yep, old. Now I guess at some point I'll have to go back and read it to try to figure out what he was trying to say.
