Can I get tested for STDs without going to a hospital? Like an online or a telephonic way to get it done from home?
Are you in the US?
Planned Parenthood does this service, often free for low income persons.

They generally need a sample of some sort, usually a blood sample. How you'd give that over the telephone I don't know.
