The time has come for China to take a leadership role against HIV/AIDS within Asia. There might well be
higher level officials elsewhere in China who don't care.
I'd say it's more about the highest levels of government rather than just the highest AIDS officials that it's advocating. Because, as OSD pointed out, there are higher officials than the AIDS-responsible ones, and if they don't back it nothing much will get done.

What does ds-responsible on mean?
OSD is OmSigDavid, the previous poster.
