Thatcher's rise, as she once described the star-is-born press coverage that greeted her maiden speech in Commons, was "roses, roses, all the way."

what does "greeted" mean here?

In this case it means "resulted from". The metaphor is of a star (the new MP) being greeted by her fans (the newspapers) after her performance (first speech to parliament).

I'd say that it refers to the coverage that responded to her speech.

Often when we greet someone or some thing, we respond in some way. In this instance, her speech was greeted with positive press coverage.
