If what Max is doing is designed to influence the opinions, emotions, attitudes, or behavior of people in order to benefit his sponsors "people like me who study economics and others who have an interest in truth", either directly or indirectly than yes he is a propagandist but aren't we all propagandists regardless if what we are promoting are truths or lies?.
