It might refer to a winter blizzard situation, blowing snow. More context would certainly help, Penny.

It's just a poetic expression, like "red rage" which just means extreme anger and has nothing to do with the color red in any literal sense. Thus, a "white wind" might refer to snowy blizzard conditions, as some previous posters have already suggested, or it might not. It might just be a description of a fierce, cold wind. "White" often indicates cold in the poetic idiom.
