No, you're not getting it. In your post to which i responded, you wrote:

All other persons only refers to blacks. Women and children who were not black were covered under the rubric "free Persons."
From Article One, Section Two, third paragraph as originally ratified:
. . . the whole Number of free Persons, including those bound to Service for a Term of Years . . .
Women and children who were not black were included under this rubric. The rubric "all other Persons" refers only to blacks.
