Evil/crooked tournament masters- the people who run fighting tournaments.
Evil/crooked detectives
Evil/crooked govt agents
Evil/crooked salespeople
Evil/crooked clowns
People who threaten the ecosystem or the environment - I have on doing that without making it too much like Captain Planet.
