The heroes can fight villains who mistake them for other people.
The heroes can fight skip tracers/boutny hunters - some villain paid them to get rid of the heroes.

I need some more human antagonists.

So far, I have:
1. An evil mad scientist who discovers the dimension that the anthropormorphic cats and dogs live in and has evil designs on them and their resources, and/or put the cats and dogs in some kind or observatory for strict scientific observation.
2. An evil safari man who discovers the dimension where the cats and dogs and wants to put them in a zoo.
3. An evil human ringleader who wants to put the cats and dogs in a circus or freak show.
4. The hero cats and dogs can meet some good humans and help them fight human gangs.

What other ideas/suggestions can you come up with?

So they're being blackmailed about their slave labour then? Your cat Tarquin or whatever he's called get the blackmailers so the victims can go back to their slaving. What about the poor slaves? Is it because they're Moslems?

1. A guy that walks through the streets shouting incoherent gibberish that confuses and terrifies the populace.
2. A man that has the power to turn every animal into an asexual blob of tapioca, which the man then berates for being so lifeless.
3. An animal control specialist that cages the heroes and then lectures them for 12 hour straight about how they have no souls and are going to hell.

Also I'm pretty sure the Bible does NOT address superhero streetfighter animals. So the concept is still plausible.

My characters are ACTION HEROES. NOT SUPERHEROES.

Maybe the heroes can fight human hunters who want to hunt them for their skins/furs. But this idea might be a little weird and creepy.

Do people in the real world hunt cats and dogs?

According to Oxford:

superhero - a hero possessing extraordinary heroic attributes.

My heroes ARE NOT SUPERHEROES. They don't have special costumes or secret IDs, they fight crime and evil as themselves. They don't have special powers/abilities and/or attributes, or special weapons.

They are a group of "normal" people who took it upon themselves to fight crime and evil.

A street gang that fights other street gangs and other villains.

Think THE WARRIORS but with cats and dogs.

The A-Team fought bad guys - they were ACTION HEROES, not SUPERHEROES.

While the heroes are being held captive by the evil mad scientist, their PETS are the ones that come and save the day.

I thought the hero was a cat. If the animals are pets they don't have human attributes. After 5 long years you should have thought this through.

If your cartoon has humans in it as well, you're creating a 3 tier system. You're going to get confused. Why are you asking what the rules are when you've already made your mind up?
