what would cause my 11 month old cat constantlty bites and scratches herself to the point where shes causing sores with her claws. also ive noticed hair loss on her back legs and thighs. could her eating my wifes bellpepper plant be the cause....if not then what and how do i fix it

It sounds like obsessive/compulsive behaviour. I heard that sometimes that Prozac is prescribed.
I would highly recommend that you get your kitty to a vet quickly, before skin conditions / infections develop.
