ACA cost to be 20% less than forecast, budget office says

President Obama's healthcare law will cost about 20% less over the next decade than originally projected, the Congressional Budget Office reported Monday, in part because lower-than-expected healthcare inflation has led to smaller premiums.

So far, the number of uninsured Americans has dropped by about 12 million. By the end of 2016, 24 million fewer Americans will lack insurance, the nonpartisan budget office forecast.

Excluding immigrants in the country illegally, who are not eligible for coverage under the law, only about 8% of Americans under age 65 will lack insurance by the time Obama leaves office, the budget office's latest report on the law estimates.

Of the Americans who will remain uninsured once enrollment has fully ramped up, the budget office estimates that about 30% will be people in the U.S. without legal authorization. An additional 10% will be people who are too poor to buy insurance on the exchanges, but who live in states that have not expanded Medicaid. The remaining 60% will be people who choose to not buy insurance or enroll in Medicaid.

Wisconsin Gov. Scott Walker Backing Down From Food Stamp Fight

WASHINGTON -- Wisconsin Gov. Scott Walker (R) had previously said he wanted to fight the Obama administration over drug tests for food stamp recipients, but it turns out Walker would prefer to ask nicely.

A Walker spokeswoman said that instead of just imposing the drug tests, the governor's forthcoming budget proposal will seek permission to do so.

"The budget will include language requesting waivers from the federal government to test all able-bodied adults without dependents on FoodShare, as well as all childless adults on Medicaid," Walker spokeswoman Laurel Patrick said in an email Sunday.

Wisconsin would need a waiver because federal law bars states from adding new eligibility requirements for the Supplemental Nutrition Assistance Program (known in Wisconsin as FoodShare), though states have some leeway to add drug screening to other programs. Last year, Walker suggested he wanted food stamp drug tests even if federal law disallowed the policy, saying he would take the fight to the courts.

Terry Gibbs of Wisconsin comments this of Scott Walker and the last election:
No not more than 1/2 of Wisconsin voted for Walker. Gerrymandering and voter suppression played a major role in this election. All of the repuks and tea baggers voted for him. Again what's interesting is that more Democratic votes were cast than Republican votes to the tune of millions in Wisconsin and nationwide yet Walker and all the Repuks still hold office here and in Washington. Now how many of you split your vote between parties? Interesting to say the least! Most people vote straight ticket. Now add in the fact that both old and new voting machines were outfitted with the new Koch Bros computer chip because they purchased the company that made the chips and do we smell a rat again? Feds should investigate. Now do we not understand the ambitions of the Koch bros to take over our country with their money? If anyone doesn't believe it go online and read about their quest to take over our country with their ideologies which is only the rich and wealthy count. No one else does. Now everyone knows old Scooter Boy isn't the most honest person around and he's been kissing Koch and Addelson As* big time in last few weeks. Two things. Somehow, someway the Koch boys will make sure they purchase a college degree for the idiot. I can't wait until one of his former staff goes rouge on old Scooter and the truth comes out. He's not presidential material. He's criminal material.

They invented it 67 years ago, in the Hugoton gas field in Kansas.

In 1949, a patent on this process was issued and an exclusive license was granted to what was then called the Halliburton Oil Well Cementing Company. In March 1949, HAL performed the first two commercial fracking treatments in Oklahoma and Texas
