Bush foolishly cut it and wiped out the surplus Clinton left him with.(A tax cut, may I remind you, that was SUPPOSED to be temporary, to promote job growth, which it didn't, and which the Democrats at the time, accused the Republicans of trying a backdoor maneuver to cut taxes on the rich permanantlhy. The Repubs swore, piously, no, no, it was only a temporary measure. Come 2012, and which party was proven true?)
