Are commas needed?

Political observers(, ) past and present(, )told The Sunday Times yesterday that the clear result of the two hioh-profile retirements was to remove any doubt over who calls the shots in government.

The original version has no commas. I wonder whether it is necessary to insert the commas.

There is a move afoot to get rid of a lot of clunky punctuation, Ms Tan. Those confused rules were meant mostly to help teachers fill their time in class and to bore their students silly.
