There's no reason that you can't look for him, but as you are a minor, you wouldn't have any standing to insist that records be opened to you. If you have access to your birth certificate, you'll have his full name and his address at the time you were born, and that would be somewhere to start from.

U might consider hiring a private detective.
I have found them to be very good; quick too; don 't cost much.

A 13 year old can not hire a private detective and as mentioned above being a minor limits your options to search, however the internet brings a lot of information. If you know his name you can search in google or go to one of the family history sites you can find info there, as well as sites for people search. Just google People Search Engines and you'll be suprised what comes up.
